Tournament Rules
- Indian and Pakistani players. It is the responsibility of the captain to provide documentation verifying that any participant in question is of Indian or Pakistani descent. A protest of a player must be declared before the start of the game. Documentation verifying nationality will be requested only if tournament officials believe the protest is valid. If a captain fails to provide the tournament officials with proof of nationality and the player participates in the tournament, the team will forfeit any games under protest. Since copies can be altered, original documentation is requested. We encourage everyone to carry identification and proof of nationality.
- Afghan and Asian Teams: Afghan and Asian Teams will be held to the same eligibility requirements as their own prespective tournaments and leagues.
- Each player must have signed the waiver form before entering any games. A two shot technical will be assessed for each player entering the game without signing the team roster or with an incorrect uniform number. Once a member has played on a team or signed a team roster, they are ineligible to play on other teams. If a player has played on a team or signed a team roster and then transfers to another team he will be disqualified from the tournament. The team with the ineligible player will be assessed a 2 shot technical foul against them and may face possible disqualification from the tournament.
- Forfeit is 10 minutes after scheduled game time. Teams that forfeit a game will lose all tiebreakers.
- Official Score and Stats will be maintained by tournament representatives in the Official Scorebook. Captains may designate a team representative to oversee the scorer’s table.
- Each team must provide their own uniforms. A 2 shot technical will be assessed for EACH team member that does not have an identically colored uniform. Teams must have uniforms with permanent numbers on the FRONTSIDE (4 inch or larger) and BACKSIDE (6 inch or larger). Numbers must be in contrasting color to the uniform so it can be read. All teams must come to the tourney with similar uniforms and be prepared to wear contrasting color when required. T-Shirts with marker written numbers will not be accepted. (No taped numbers or numbers drawn with markers of any kind will be accepted).
- Maximum of 12 players on each team roster.
- Official Tournament Schedule and Rules will be posted in the Gymnasium.
- NO FIGHTING! Any team members involved in a fight will be ejected from the game and may be suspended from the tournament. Any team members leaving the bench onto the court during a fight will face possible ejection from the game and the tournament. Same will apply for any incidents that occur on campus property.
- All decisions made by tournament officials are final.
Bracket Play Game Rules (Friday-Saturday)
- NCAA Rules
- Two 14-minute halves – 2 minute Overtimes.
- 27 second shot clock with NBA 14 second rule in effect will be used for all games.
- Time Stoppage - Time will stop during the last 30 seconds of the first half and the last one minute of the second half. In case of Overtime, time will stop in last 30 seconds of period. The officials of the tournament have the discretion to stop the clock at any time.
- One & One will be assessed on the 6th foul of each half. A 2 shot penalty will be assessed on and after the 8th foul of each half.
- Timeouts: 1 - 30 second timeout and 1 Full Time out per half. Note: Timeouts don't carry over. Each team will be granted 1 Timeout in Overtime.
- Mercy Rule: In 2nd half if team that is leading is up by 12 or more points the clock will only stop if timeout is called by a team or stopped by referees.
Playoffs: Top four teams in the East and West divisions with the best record will make the playoffs.
NOTE: In case of a two way tie, head to head match up will be used as tie breaker. If 3 or more teams are tied, then we will use point differential for advancement. The point differential from the games that were played among the teams will be used. We will NOT use the point differential of the games versus the other teams in the division. We will ONLY use the games between the teams that are tied. The teams with the best point differential among the tied will advance, for the remaining two teams head to head match up will be used as tie breaker (if necessary).
Playoff Game Rules (Sunday)
- NCAA Rules
- Two 18-minute halves – 3 minute Overtimes.
- 27 second shot clock with NBA 14 second rule in effect will be used for all games.
- Time Stoppage - Time will stop at the last minute of the first half and the last two minutes of the second half. In case of Overtime, time will stop in last minute of period. Note: In the last 10 minutes of the game, time will be stopped at free throws:
- One and One Foul - If the first attempt is converted the clock will start after the second attempt. If the first attempt is not converted the clock will start as soon as the ball is in play. (Touched by another player or hits the rim.)
- Two Shot Foul - The clock will start after the second attempt. The officials of the tournament have the discretion to stop the clock at any time.
- One & One will be assessed on the 7th foul of each half. A 2 shot penalty will be assessed on and after the 10th foul of each half.
- Timeouts:. 2 - 30 second timeout and 1 Full Time out per half. Note: Timeouts don't carry over. Each team will be given one timeout during Overtime period.
- Mercy Rule: In 2nd half if team that is leading is up by 15 or more points the clock will only stop if timeout is called by a team or stopped by referees in last 2 minutes of the game.
27 Second Shot Clock Rules:
Section I-Definition For the purpose of clarification the 27-second device shall be referred to as "the 27-second clock."
Section II-Starting and Stopping of 27-Second Clock
a. The 27-second clock will start when a team gains new possession of a ball which is in play.
b. On a throw-in, the 27-second clock shall start when the ball is legally touched on the court by a player.
c. A team must attempt a field goal within 27 seconds after gaining possession of the ball. To constitute a legal field goal attempt, the following conditions must be complied with:
(1) The ball must leave the player's hand prior to the expiration of 27 seconds.
(2) After leaving the player's hand(s), the ball must make contact with the basket ring.
d. A team is considered in possession of the ball when holding, passing or dribbling. The team is considered in possession of the ball even though the ball has been batted away but the opponent has not gained possession.
e. Team possession ends when:
(1) There is a legal field goal attempt
(2) The opponent gains possession
f. If a ball is touched by a defensive player who does not gain possession of the ball, the 27-second clock shall continue to run.
g. If a defensive player causes the ball to go out-of-bounds or causes the ball to enter the basket ring from below, the 27-second clock is stopped and the offensive team shall be awarded the ball. The offensive team shall have only the unexpired time remaining on the 27-second clock in which to attempt a field goal. If the 27-second clock reads 0, a 27-second violation has occurred, even though the horn may not have sounded.
h. If during any period there are 27 seconds OR LESS left to play in the period, the 27-second clock shall not function following a change of possession.
i. If an official inadvertently blows his whistle and the 27-second clock buzzer sounds while the ball is in the air, play shall be suspended and it will be considered a jump ball and possession will be given to team with the possession arrow, if the shot hits the rim and is unsuccessful. If the shot does not hit the rim, a 27-second violation has occurred. If the shot is successful, the goal shall count and the ball inbounded as after any successful field goal. It should be noted that even though the official blows his whistle, all provisions of the above rule apply.
j. If there is a question whether or not an attempt to score has been made within the 27 seconds allowed, the final decision shall be made by the officials.
k. Whenever the 27-second clock reads 0 and the ball is dead for any reason other than a defensive three-second violation, kicking violation, punched ball violation, personal foul or a technical foul by the defensive team, a 27-second violation has occurred.
Section III-Putting Ball In Play After Violation If a team fails to attempt a field goal within the time allotted, a 27-second violation shall be called. The ball is awarded to the defensive team at the sideline, nearest the spot where play was suspended but no nearer to the baseline than the free throw line extended.
Section IV-Resetting 27-Second Clock
a. The 27-second clock shall be reset when a special situation occurs which warrants such action.
b. The 27-second clock is never reset on technical fouls called on the offensive team.
c. The 27-second clock shall be reset to 27 seconds anytime the following occurs:
(1) Change of possession
(2) Ball contacting the basket ring of the team which is in possession
(3) Personal foul where ball is being inbounded in backcourt
(4) Violation where ball is being inbounded in backcourt
(5) Jump balls which are not the result of a held ball caused by the defense
d. The 27-second clock shall remain the same as when play was interrupted or reset to 14 seconds, whichever is greater, anytime the following occurs:
(1) Personal foul by the defense where ball is being inbounded in frontcourt
(2) Technical fouls and/or delay-of-game warnings on the defensive team
(3) Kicked or punched ball by the defensive team with the ball being inbounded in the offensive team's front-court
(4) All flagrant and punching fouls
